EXPLANATION / SCOPE

Jurisdictional objections are threshold issues. The court must resolve them before proceeding. The principle applies to all courts. The rule prevents wasting time on a case without jurisdiction. The court may determine jurisdiction on preliminary objection. The principle is fundamental.
