EXPLANATION / SCOPE

Jurisdiction is derived from statute, not rules of court. The principle applies to all courts. Rules of court regulate procedure, not jurisdiction. The rule is fundamental. The court cannot confer jurisdiction on itself by rules. The principle is well-established.
