PRINCIPLE STATEMENT
The object of arraignment under section 215 CPL is to ensure the accused understands the charge to enable his defence. But justice is not one-way; justice must be done to the state and the victim as well.

"The object of an arraignment in terms of section 215 of the CPL is to ensure that justice is done to the accused by ensuring that he understands the charge against him and so as to enable him to make his defence. But it must be borne in mind that justice is not a one way traffic. Justice must be done to the state as well as the victim of the brutal murder."
