PRINCIPLE STATEMENT
The repeal of an enactment shall not affect the previous operation of the enactment or anything duly done under it. Any legal proceeding or remedy may be instituted, continued, or enforced, and any penalty or forfeiture may be imposed, as if the enactment had not been repealed.
