Section 5 — Functions of the Pro-Chancellor

The Pro-Chancellor shall, in relation to the University, take precedence before all other members of the University, except the Chancellor and except the Vice-Chancellor when acting as Chairman of the Congregation or Convocation and the Pro-Chancellor shall, when he is present, be the chairman at all meetings of the Council.
